Steps for hiring hourly staff employees (NSNR)
What is a NSNR? NSNR stands for Non-Student, Non-Regular Staff (not benefits eligible) – employees who do not meet the definition of regular staff employees. Employment neither exceeds 20 hours per week for a period of at least four and one-half months nor requires student status. UPPS 04.04.03 Section 02.03.
We were recently informed by Teacher Retirement System of Texas (TRS) that in order to comply with TRS rules, we need to update our business practices related to the number of hours per week a Non-Student, Non-Regular (NSNR) employee is permitted to work. Effective immediately, NSNR Temporary Workers must work less than ½ the available work hours in a given month.
Example: If there are 22 workdays in the month, the NSNR can only work up to 87 hours. Calculation 22 days x 4 hours/day = 88 (available hours) – 1 = 87 (allowable hours).

Select A NSNR job title from the University Pay Plan
Select a NSNR job title from the University Pay Plan.
- If you need assistance determining the correct job title, contact hr@txstate.edu. Provide the list of job duties the NSNR employee will be performing.
- The employee must be compensated at an hourly rate at or above the minimum for the selected job title.

Create a New Positions Data Form (NPDF).
If your department does not have a vacant hourly position currently available, you must create a NPDF.

- Send the completed form to hristeam@txstate.edu. (Please allow a one to two day turnaround.)

Steps During the Hiring Process

Perform a Background Check
A background check needs to be performed on the person selected for hire by the department.
- Please fill out the Criminal History Background Check Request Form.
- If you need assistance or have questions about the form, please contact Talent Acquisition.
- Attach background check approval email to PCR.

Complete I-9
- If hiring a new employee, generate the I-9 invite in HireRight.
- If rehire, please complete section 3 of the I-9, if the I-9 is still valid.
- If the I-9 is no longer valid, please send a new invite to the employee.

Generate a Personnel Change Request (PCR)
Once the position is set up and the background check is completed, a PCR should be generated by the hiring department.
- The PCR should be routed along with the NSNR support documents for department approval and processing by the HR Master Data Center.
